2006/2007 UB Admissions:43 Students Caught In GCE Certificate Racket

Some 43 students admitted into the University of Buea, UB, for the 2006/2007 academic year have been uncovered with fake Ordinary and Advance Level certificates.

This information was made public Tuesday, October 10 by the Registrar of the University, Dr. Victor Julius Ngoh.The release titled Faked/Forged Certificates for Admission into University of Buea, carries the names, purported centre numbers and centre names, the faked and certified documents and the Registrar's observation.

The Registrar observed that letters of offer to the concerned students will be withdrawn and the case file handed to the police for further investigation.

Ngoh explained how UB uncovered the fraud; "When the first lists of admission were published, some candidates rumoured that we have admitted students who do not have the necessary qualifications for admission and they know these students.

In one instance, I was given the name of a student. I drew the attention of the Head of Admission and Records, who made available to me the file of the said student. The student had six points, with certified certificates.

I went back to my informant and said the information you gave was wrong. The informant insisted I should go for the originals of the results of that year-GCE A-Level 2005. We checked and discovered that the candidate did not have the results as earlier presented to us," he said.

The UB official said they would not stop at 43. "The number might increase since we are in the process. With the approval of the Vice Chancellor and Deputy Vice Chancellor in charge of Teaching, I should publish the lists as quickly as possible and continue with the exercise.

Hence, the candidates involved will be aware that we are vigilant and those attempting will desist. We intend to send copies to other state universities," he promised.According to the Registrar, the registration fees of the 43 fraudsters will be reimbursed as spelled out by the text governing registration into UB.

"The text says registration fees cannot be refunded after two weeks of classes. Since classes have not started, we will refund their registration fees and hand the files to the police for appropriate action at their level," he added.

Speaking on the VC's approval, Ngoh cleared that the fraudulent students will not be admitted into UB even if they make better results in subsequent editions of the O and A level examinations respectively. He did not see reason with claims from the community that UB administration could be part of the fraud mechanism.

"These involve Ordinary and Advance levels students. All the faked certified copies are not UB documents," he said. He will not put the blame on the GCE Board either; "Of course not! There are unscrupulous Cameroonians out there perpetrating all these. The GCE Board is clean. They have nothing to do with that."

Ngoh welcomed the collaboration from the community. "We are thankful to some responsible and concerned Cameroonians. Even from students. We are appealing to Cameroonians to assist us ensure that the cankerworm of corruption is eradicated," he requested.

An official of UB, on anonymity gave details on how the forged and faked certificates were uncovered; "Some students, after submitting their admission requests, came and hinted UB authorities that some of their friends never merited their entrance into UB.

"Then the UB authorities swung into action, especially the Department of Admission and Records. In the process some names were uncovered and found to be persons who had forged documents. The uncovered persons never made it at the O or A levels as the case may be.

For instance, if you had two 'E's at the A-level, it will be surreptitiously changed into four papers which will probably give you a leeway into UB," he said.

Our source added that the signature of the Registrar of GCE Board is forged and the O and A level slips respectively. "These acts are done out of UB campus, through the computers and some other means," he said.

He dismissed talk that there might be complicity from the GCE Board. "I do not think so. These conmen are out of UB campus."Nelson Enow Tabia, freshman, Department of Education will not link UB authorities with the fraud machine; "No! I don't think so.

It is difficult. The fraud is largely out of UB campus. You have to get your certificates before you come to UB," he said.Thecla Asiang Emezi, Department of Political Science, thumbed up UB authorities; "What UB has done is good. Those who do not deserve to be in UB should be sent out."

GCE Board Reacts

The Registrar of the Cameroon General Certificate of Examination Board, GCE Board, Humphrey Ekema Monono, was elated with the move taken by UB authorities to curb the fraud machine put in place by some wayward Cameroonians.

"Kudos to the elbows of the staff of UB. There are still more in the lot admitted. People need to cooperate with the GCE Board and UB to do more. UB should cooperate with the Board to ensure that a stop is given to that malpractice," he said.

Monono had some ideas to share with UB authorities on how to check the increasing falsification of the GCE O and A level result slips and certificates respectively; "You would not stop people from buying sophisticated equipment.

All universities do verify those slips and certificates from the Board. UB should not accept certified copies from the police. They should use originals of authentification from the Board. Photocopies of slips should not be accepted.

It lasts only for three months. The candidate will then produce the original certificate(s) and present it to UB authorities because in three months, the Board must have prepared the original certificates. UB should come straight to the Board and forget about police certification," he outlined.
